Programme Officer (MENA)

Requirements:

  • Bachelor’s degree in social sciences, international relations, or a related field.
  • 1+ years of experience, preferably in humanitarian or development projects.
  • Strong research, analytical, and report-writing skills.
  • Proficient in MS Office (Word, Excel, PowerPoint).
  • Fluent in written and spoken English (Arabic proficiency is an advantage).
  • Willingness to travel on short notice, including internationally.
  • Strong organisational skills and ability to work under pressure.
  • Experience working with diverse stakeholders and cross-cultural sensitivity.

Responsibilities:

1. Programme Initiation

  • Conduct desk research to analyse humanitarian needs, security situations, and emergencies in the MENA region.
  • Monitor MERCY Malaysia’s involvement in MENA projects and contribute to strategic decisions. ​​

2. Planning

  • Develop proposals, plans, and reports for relief and development programmes.
  • Secure donations to ensure sufficient resources for programme implementation.
  • Collaborate with partners and internal teams to align strategies with MERCY Malaysia’s objectives.
  • Support project budgeting and resource allocation to maximize impact.

3. General Duties

  • Participate in meetings, training, and seminars as required.
  • Support recruitment, orientation, and training of field staff.
  • Ensure accountability and high standards in all activities.
  • Undertake any other duties as assigned.


Programme Officer

Requirements:

  • Bachelor’s degree in social sciences or related fields (e.g., Politics, International Relations, Communications).
  • Minimum one year of experience, preferably with NGOs/INGOs or in humanitarian work.
  • Proficiency in Project Management and MS Office Suite.
  • Exceptional standard of fluency in written and spoken English.
  • Excellent organisational and communication skills.
  • Cultural sensitivity and ability to work under pressure.
  • Willingness to learn and adapt in a fast-paced environment.

Responsibilities:

1. Programme Initiation

  • Conduct desk research to monitor humanitarian needs and gaps.
  • Participate in coordination mechanisms and disaster response missions.
  • Provide support during assessments and be ready for deployment within 24 hours when required.

2. Planning

  • Perform situation analyses and develop intervention plans for humanitarian or development issues.
  • Raise funds and secure donations to support programme implementation.
  • Prepare proposals, memos, and other documents aligned with MERCY Malaysia’s objectives.
  • Ensure compliance with internal and external standards, including CHS and Sphere.

3. Project Implementation

  • Develop implementation strategies and support field teams or partners.
  • Ensure projects are executed efficiently and meet quality standards.
  • Maintain relationships with stakeholders, including government agencies, donors, and NGOs.

4. Monitoring & Closing

  • Track project progress, report regularly, and document lessons learned.
  • Ensure accountability, financial transparency, and adherence to high standards.
  • Execute exit strategies and ensure proper project closure.

5. Others

  • Perform any additional tasks as required.


Finance Assistant

Requirements:

  • SPM/ Diploma in Finance or equivalent. Knowledge in Finance is an added advantage.
  • At least one year experience in Finance.
  • Follows instructions clearly and accurately within a timely fashion.
  • Discretion and trustworthiness.
  • Ability to perform accurately and methodically following published procedures.
  • Ability to work under pressure and meet strict deadlines.

Responsibilities:

1. Accounting

  • Prepare Expenses Analysis for Mission Expenses Report submitted & Prepare JV – International Mission.
  • Prepare Expenses Analysis for Mission Expenses Report submitted & Prepare JV – Domestic Mission Key-in JV for Mission Report into Biztrak.
  • Prepare JV – General adjustment and key-in into Biztrak.
  • To Assist on the financial reporting to donor quarterly and yearly, including preparing the required supporting documentation.

2. Payable

  • To prepare payment requests upon the completion of all relevant supporting documents and to ensure all supporting documents are submitted accordingly.
  • To inform the respective payee once the payment is ready.


3. Receivable

  • Assist with the management of Membership Fee from ADRRN Members including the invoice issuance, sending reminders for payment due to members and preparing Membership Fee Receipt.

4. Administrative

  • Assist with logistic arrangements for any event or activity by ADRRN.
  • Assist on the filling and housekeeping.

5. Other financial and administrative duties

  • Assist ADRRN Finance Manager to oversee the ADRRN account.
  • Assist to financial reports for funding to the Network and prepare necessary documentation related to finance and accounting management.
  • Support internal and external audits, providing necessary documentation and explanation.
  • Assist in preparing for audit by gathering required documentation and ensuring records are complete.
  • Assist HOD as and when required.
  • Assist overall Finance Department when required.
